The performance indicators of agri-technology and agri-extension services are as follows:

Required Outputs from the Service Providers of Agri-Technology and Agri-Extension
1. Inception report that contains the service provider’s assessment of the needs of the ARBOs and the community, assessment of the design of the ARCCESS sub-project, and plan of action for achieving the target results of the sub-project. This needs to be submitted two weeks after the signing of contract and issuance of Notice to Proceed.
2. Quarterly project coordinator’s progress report which details the activities, outputs and other analyses in terms of agri-technology and agri-extension. This needs to be submitted quarterly;
3. Training and coaching of farmer technicians (a minimum of 25 farmers per subproject) involves the transfer of knowledge and skills to selected ARBs who will form part of a pool of trainors/coach. These farmer-technicians, in partnership with the CBEOs, should be able to continue the coaching and sustain the technology transfer activities within the ARBOs and community. Additional output shall be a training plan to be executed by the farmer-technicians.
4. Farm production management plan that provides the proposed plan for the agricultural inputs and outputs of individual ARBs and the ARBO as a whole; the plan includes the production cost, land preparation cost, schedule of farm activities, and the required budget. This needs to be submitted before the cropping season;
5. CSF management plan is a business plan for the CSF that will optimize its use, schedule its activities, etc.
6. CSF Manual is an equipment manual that discusses how the CSF will be operated, optimally used, maintained, and repaired. This should be prepared before the delivery of the CSF and must be included in the first quarterly report;
7. Techno guide is a knowledge product that will be developed during the course of the implementation of the service, which contains lessons learned, specific procedures, and tips which the ARBOs and ARBs can use even after the service provider exited from the community. This needs to be submitted along with the terminal report;
8. Coaching / consultation session reports on specific technology issues which contain the detailed outputs of the specialized consultation and advisory sessions between the service provider’s technical experts and the ARBOs and ARBs. This needs to be prepared after each session and included as annex of the quarterly progress reports;
9. Training design, training modules and manuals for specific technologies that provide the ARBOs and ARBs easy-to-grasp materials on agri-technology and agri-extension. This needs to be prepared before the start of every training (which will occur every two months) and should be included as annex of the quarterly progress reports;
10. Training reports are the details of the trainings that were conducted including the activities, results, perceptions of participants, next steps and other plans of action. This needs to be prepared after every training (which will occur every two months) and should be included as annex of the quarterly progress reports;
11. Submission of terminal report within 15 days after the end of the implementation, a draft full report should be submitted to the DAR. The draft report will go through an internal and external review of a panel of experts.
Agri-Technology and Agri-Extension Services Methodology
Professional service providers are required to follow key criteria in the agri-technology and agri-extension approach to be developed and introduced:
Provision of decision-support tools – The primary role of service providers is to provide capacity development to ARBOs and members so they could decide on issues like markets and source of supplies. Service providers must not, under any circumstance, force or influence ARBOs to decide on agri-technology, source of supplies, and markets.
Action learning – Building the skills and competencies of the ARBOs, ARBs and other smallholders should be through experiential and field-based methods, guided by a structured yet flexible curriculum encompassing the production-marketing season. This should include a formative assessment of the ARBO/s improved competence and skills.
Participatory, joint process – The learning should engage the ARBOs and the ARBs and smallholders in interactive event with other market chain actors/stakeholders.
Outcome-oriented – The target result should be new/improved businesses by the end of the learning process.
Pro-active development of strategies - for agri-enterprise sustainability including phase-out plan for self-reliant businesses.
